Well, the government shutdown happened. What resources are out there for those dependent on the services that just disappeared?

Not every state shuts down, too. Some states have the resources to continue their services. So, a) find out if your state is one that does and b) look for the state equivalents to the federal services. Not every state has equivalents, but many do. The last time the U.S. Government shut down, DC maintained services for several weeks and paid emergency unemployment to Federal workers who lived within our boundaries.
