What is the protocol for contacting a Congress member who is not from one's own state?
As I understand it: they don't care. If you're not a potential voter, they're not your problem and you don't matter.
However, two things you can do!
1) Contact your representatives and tell them how much you support the stances they're taking. Apparently they don't get much positive feedback, so it has a lot of impact.
2) A while back, someone came up with the brilliant idea that people who are capable of making phone calls but are in Democratic states could volunteer to call on behalf of people in Republican states who can't manage phones:
