The reasoning was that disabled people would be getting disability and so only needed part-time jobs or lower paying work so they didn't lose their disability. Fortunately, disability services have changed a great deal since the 1970s, so this is no longer an issue.

While getting fair wages for the disabled, let's also work toward getting tipped workers more than the $3.00 (ish) per hour that employers are currently allowed to pay.
