As I understand it, the rule of thumb is that representatives will tend to gauge how much of a shit you give about something by how much effort you've put into contacting them about it.
Therefore, the five seconds it takes to click on an online petition doesn't count for a lot, for example, whereas actually composing your own letter and posting it counts for a lot.
