Seems to me that this would be a huge deterrent to business travel, which is exactly the opposite of what this administration claims to stand for (i.e. reducing regulatory burdens and red tape on business). There are lots of companies headquartered in the U.S. that have offices all around the world, and those employees travel to the States on a regular basis.
